When you enter a tournament, either multi-table or sit and go, you pay the buy in and get your chips. You don’t have to make nay decisions about all that.
In a cash game you can buy in for any amount between the table limits. For any cash table there will be a minimum amount that you can buy in for which will depend on the table stakes. And there will be a maximum that you can sit down with too.
So, how do you decide how much you should buy in with? Some players will always buy in with the maximum amount allowed, and some will always buy in with the minimum.
